If you want to use that old software, you might be able to setup a VM (Virtual Machine) running Win XP and run that software there. However, since the software has been apparently sitting in the closet unused since 1999 it would seem that you don't really use it anymore so there's not much point to it unless you wish to run it for nostalgic reasons.
If you think others with typsetting businesses might have a use for it, I would find a forum that deals with typsetting and offer it to the people there.
I have boxes of software on floppy that I really should toss, just haven't gotten around to it. Unfortunately, technology moves forward and often causes older technology to become outdated, regardless of how much money we paid for it.
