Check around for a refurbish HP z-Series workstation. You can find them for under $1500 with copious amounts of ram and an upgraded OpenGL type video card made for CAD graphics.
These are tower computers however... just get a long video cable and strap the tower down inside a cabinet somewhere. Add your bluetooths and you're all set.
There is the z1 workstation, all in one with 27" monitor but whew it is EXPENSIVE.
