Yep, pure scam !
There are dozens of videos on YouTube about how to make your own OTA antenna for a couple of dollars. If you carefully follow the directions, there are actually pretty good !
Quick comments about OTA antennas.
The good ones are "directional". They worked best when pointed toward the broadcast tower.
An amplifier will not solve all of your problems with a weak signal (poor antenna/too far from the tower). It will help lot if you want to run more than 1 TV at a time !
