This $6 USB cable is the one the fellow selling them on eBay is using connected to this $7 female ODB2 connector. The USB cable has the 5VDC to 12VDC converter chip built into the USB plug. The only other items needed are a bit of solder and some heat shrink tubing. A soldering iron, wire cutter/stripper, and a multi-meter are the tools used.
