If you purchase a phone or any device from a third party the only way att will activate over the phone is if they send you out a new sim card, doesn't matter that it came with a brand new one, they are suppose to send you out another one. Some new policy that started a while back, not all of them follow it.

This part is completely incorrect. I bought the Mobley from Best Buy, I called the Connected Car phone number and they activated the Mobley without issue and without a new Sim Card.
This cannot be done on-line but it can be done with a phone call.
