You can put the sim card into another hotspot and most likely nothing will happen but ATT's contract states you can not swap to a phone.

Others have tried and received an e-mail while others have gotten away with swapping to a phone and have no feed back... go figure.

Once you swap look at your account and you will see instead of Mobility it says "unknown device" so they do know you violated your contract and are subject to cancellation.
