If you order directly off the ATT web site
Mobley it will include the $20 plan with no activation fee. That's what I did for mine.
You can't change other hot spot devices into the $20 plan by calling them though. Tried that with an old AT&T hotspot device and initially they told me they could, but then came back and told me it didn't qualify for the Car Connection plan. The $20 plan requires either the Mobley or the VOX device.
