I read, when signing up, that after 22 GB they have the right to throttle your use. In other words they can slow you down. You still get usage but if you were pinging a busy tower they may choose to reduce your bandwidth.

Data Restrictions: After 22GB of data usage on a line in a bill cycle, for the rest of the cycle AT&T may slow data speeds on that line during periods of network congestion.
