I have exceeded the limit and latency did not change and either did the speeds. When things are a bit slow I see faster upload speeds which is my clue that the tower is busy. I have only gone over the 22Gb limit once since I have only had the service for 1 billing period but I have not seen anything that might indicate that I am be throttled.
