@Bill.Satellite it could be that the tower has settings for inactivity. Maybe after pinging for hours with no activity you get put off. Whereas with a smart telephone a touch on something reactivates your connection. I base this on the fact that on Freedom Pop I used 1MB an hour when I left my hotspot on and we were out and about. I would turn it off to save my data cap. Perhaps AT&T has an algorithm to save tower capacity on inactive unlimited phone numbers.

Just an opinion.
