No, this is simply not the case. You spoke with people who do not understand the Car Connect Unlimited Plan for $20/month. They were offering you a "line" and then letting you "add a device". One of the many times I called they tried that on me. While it lasts, this offer is completely different.
If your Best Buy has one in stock they should be able to set it up for you. I see the AT&T web site is now reporting Out of Stock.
