Yes, you can get the $20/month service. We all know this because we all have the service and we have all already gotten at least 1 monthly bill for that exact amount (plus a couple of dollars in taxes).
I got it done on the first try with the original phone number which takes you directly to the Connected Car department. Using the words Connected Car is important when discussing this option with anyone. You don't want anything else. I am also NOT an AT&T customer other than my new Mobley. You CAN get this service. You just have not yet talked to the right people or you are not using the magic words....Connected Car.
