AT&T Unlimited LTE Hotspot $20 without AT&T phones

Got my first bill for 1-1/2 months of service and it seemed high, so I looked at the details and discovered I'd been charged a $25 activation fee. I contacted AT&T via Chat online and questioned that since the invoice I received clearly stated "no activation fee". They looked into it and reversed the $25 fee for me. My cost comes out to be $20/mo plus about $2.50 in Federal and local taxes. A bit hard to tell since my 1/2 month was prorated.
