The HUM "may" have a way of doing the same thing I don't know I do not have a Verizon account and figured it might be of interest to someone other than you that has a Verizon account so they can check it out.
ATT could just as easy update your Mobility to shut of at 10 minuets no exceptions if they so desire after all it was an update that let you have it on for 24 hours a day.
The Mobley IS a standalone in the sense that no other AT&T plan or account is needed to activate one. As for "coming up with a simple way to use it without being in a vehicle.", all they did was externally supply 12 volts to the plus and minus pins of the Mobley's male OBD2 plug. That can even be done with nothing more than a 12-volt plug and cord with a couple of push on connectors crimped on the wires.
Since AT&T just added the "No time out" choice in the latest update, I think it's unlikely they'll back peddle on that any time soon.
