I don't think they know what they are doing.
Had the same problem with the one I ordered from AT&T. I suspect the problem is they are selling returned/refurbished units and some of them have had the SIM cards swapped by the original purchaser. Wasn't a big deal once we figured out the SIM card they shipped had been deactivated. The local AT&T store put a new one in and we tested it right there in the store to make sure it was working before I left. I had my USB power cable with me that allowed us to power up the Mobley there for testing.
