Data speed tests can be very misleading. Some test only the actual bits per second and do not account for actual throughput. The amount of data used can vary wildly depending on type of data sent, the number of re-sends due to drop, the amount of negotiating needed to keep connection, side channel control data and many more things that some carriers send along with your requested data. You will see more data on a stream of high definition than on low and the carrier sometimes restricts the stream in ways other than data rate.
