We do have an American Visa but they still could not proceed with setting up an account based on the fact that Mobley is a post paid account system.

I'm in the U.S. and I registered with AT&T, at their Mobley number, over the phone. They required an SSN. I don't know if it made a difference, but I had no existing account with them.
