I think the SSN is probably so that they can do a credit check. If you can find someone at ATT who is willing to think, and not just go by the book, you should be able to give them whatever Canada uses for credit checks.
I think there is also the option if getting an SSN as a 'foregner', people do it for taxes and stuff.
Of course the SSN requirement may be some kind of post 9/11 terrorist thing, in which case you may be scr*wed
Credit Checks:
When I activated my Mobley (purchased at Best Buy) at an ATT Corp store - the SSN check was part of the process.
However - I have credit freezes on/at all three credit reporting bureaus.
Thought I was about to hit a "glitch" in the process, as from past experiences - I have had to "lift" one or all of the freezes for credit checks..:)
No questions asked - or glitches - ten minutes and D-O-N-E..:C
Possibly ATT simply wants to know you *have* a SS number?

AT&T probably does a "soft credit inquiry" that doesn't affect your credit score and therefore isn't affected by freezes. Soft inquiries are often used for background checks, etc., rather than the hard inquiries used by lenders for loans, mortgages, etc. that do impact your credit score. Soft inquiries are also cheaper than hard inquiries... ;)
