ATT unlimted 4G LTE data $29.99 hotspots and tablets

ebay has sellers (authorized ATT dealers ?) with new data only plans for tablets, hotspots etc.. they are charging/selling the setup ... fees range $25 - $44 the plan is unlimted 4G lte data $29....

Unfortunately it is a tablet. It has the hot spot feature disabled as well. In hindsight it would have been better to have a phone or hotspot.
