Take a look at ViaCAD by Punch! Software. They have a number of different versions with different features and prices from a fairly simple 2D home edition all the way up to a professional 3D version with modeling. I've used both ViaCAD and TurboCAD and they appear to be virtually identical, although TurboCAD seems to be a little higher priced and one version behind ViaCAD. I'm not sure, but I think TurboCAD is just the previous version of ViaCAD marketed by a different company.
