One of my favorite apps is Faststone Capture. It's portable, so requires no install. And has much more extensive editing capabilities than the Snipping Tool. In fact, you can just drag-n-drop an image file on top of Faststone Capture, and it will open in its editor.
The last freeware version was v5.3 back in 2007, but works with Windows 7/8. It's still available for download here. The download file has been checked on VirusTotal.com and comes up clean.
