Bing vs Google Maps

I was just looking in Santee California. If you look at the south side of Santee, highway 52 was just constructd there. And opened about 2 years and 4 months ago. On google, they show some signs of construction on the further out pictures, and up close clearly show the freeway.
When I looked up the same pictures of highway 52 on Bing, it clearly shows buildings where the freeway has been for the past 2 years, and no signs of the bridges being started, or foundations for such a bridge started.
And I know that Cal Trans was working on the project since I moved to that area, back in 2009. I have a feeling that those Bing pictures are from 2008 or earlier. At least Bing shows highway 52 on the maps, just not the pictures.
