I believe they are one of the few still standing companies that solicited RV Parks, coffee shops, hotels etc. offering to install wifi equipment, manage the equipment and be the contact point for the wifi system. The pitch would be something like "you get all the equipment for free, and we might even pay you for the privilege, depending upon the pay as you go rate we charge at your location. The service could be great, or terrible, depending upon what internet pipeline the park could and would bring in. (this is almost always the big problem on wifi, bandwidth availability). But it was almost always a pay for use system which is a very unpopular option in wifi these days. An account with one of those companies would get you free or discounted access at all of the locations they serve. I wouldn't buy an account unless you were a long term guest at a park that had them, and you tested the internet speeds before you bought to see if it was worth the money. I seriously doubt you would be doing anything but throwing money away if you weren't totally sure many places you were going to visit used that specific service.
