I've been to parks with good WiFi network coverage throughout the park - 4,5 bars everywhere. The problem with most of the parks I've been to is their connection to the outside world - good ol' DSL. For many of them, broadband is not available. DSL is fine for a park's office, but not for 50-to-100 guests in the park trying to use it at the same time.
