Can a CD be downloaded onto an iPad Tablet?

Maybe we should return to the beginning and ask the O.P. whether the resulting iPad files are to be used with or without a live internet or cloud connection. It makes a difference in what access apps you choose.
My iPad is used almost entirely without live internet. FilesPro, iBooks, etc. are great for that.
