A ground wire is not the same as a ground plane.
Yes you can use a hood/fender mount. Best to use on the left side as that would probably get you the best reception to other vehicles on the road. You will absolutely need the NGP antenna and NGP cable. Better yet mount to your 'glas cabover to get max range.
