Actually, both... We've heard police and fire transmissions that helped us reroute around congested fire and accident scenes, and other times we've monitored chases and other events occurring in various parts of the country. Most of the time it's pretty quiet though, with just routine stuff. The Android app I use is called simply "Scanner Radio".
