I'm having a little trouble buying the fact that the drive is bad since you can boot into Safe Mode easily. I would say that the problem is either a virus/malware or a device driver. If you have access to another computer create an MS Defender Offline scan CD (
Windows Defender Offline). You boot up the machine with this disk and it will scan everything and not be influenced by Malware and Root Kits that run in memory. At least try this before buying a new drive.
If you do find that you need to buy a new drive, check
Drive Solutions. You can buy the new drive with a kit to clone your old drive and simply boot up with the new drive as if nothing happened. Yea, I know, things don't always work that perfectly, but we do this kind of thing at work all the time with great success.
