If, indeed, ALL you want it for is email, web forums, and web surfing, I, too, would recommend a tablet. I know nothing about the Android or Windows Mobile tablets, but any of the iOS devices would do all that and more.
I have the smallest in the iPod Touch, which has a screen size the same as the iPhone, but without the cell-phone capability. I find myself using it a lot. Besides email and web surfing, it makes my presentations on video projectors, keeps track of business expenses and mileage, brings up maps at the press of two buttons, forecasts the weather, keeps my appointments, contacts lists, even lets me accept credit card purchases. All on whatever wifi is available. Best of all, it was less than $200 AND there are no recurring data charges from some cell phone company.
