Check with your cell phone company. I work for at&t (NOT in retail, I am an old computer nerd) I think we have a deal on a samsung or an iPad with 4G that works great and as long as you have cell phone service, a wifi is not needed, and if you have wifi, cell service is not needed.
My kids all have Kindles, they work great for facebook, email, etc.. heck they can even watch movies on it. You can even add them to a data plan with your cell phone. (if you get the one with 3G /4G)
