I don't know what computer or OS you are using, or for that matter what software you are using to listen/watch, but I note that iTunes has a built-in equalizer with a number of presets as well as sliders for boosting particular frequencies. You will find this under the "window" menu.
And last I looked, iTunes itself is free for both Mac and Windows.
