As I said before....you need to do a backup and factory reset. The issue came with the Android 8.0 Oreo release, only effects certain phones / builds of phones, and Google has not gotten a handle on it. People on this thread are confusing Android version with phone version. Android 9 Pie was just released and at this point is only on Google Pixel phones. 8 is the latest general release. Different carriers use different sub builds of Android. This is not an across the board issue.
I know the problem your getting, had it on an S7 active and neither myself nor our IT guru could correct it. Its a USB not detected error. The Samsung Kies app will not correct it neither will selecting the USB mode. Do the reset. If you backup to a google account your phone will return almost exactly to its previous state and afterwards all will ne as before with the USB connection to PC. These phones get junked up over time the same as a PC so a reset is a good thing unless you buy a new phone every release.
