Or, does he need to go into Windows Update and tell it only to inform him of available updates, not download and install them? I don't use Win8, but in Win7 I go into Windows Update and click "Change Settings". There I tell it to "Check for updates but let me choose whether to download and install them."
That way you can choose to download them when you are connected by some means other than limited bandwidth. I personally don't care for my computers doing anything without my knowledge.
