Something keeps updating and using data allowance on this Wdws8 program - I think it might be "Bing' ... and I've deleted it a couple times but it keeps coming back. I'd like to uninstall it comple...

Mentioning that "it pops up when I am searching" concerns be. Bing should never "pop up". What's actually happening? Are you seeing a separate pop up box or does the Bing tool bar just show up in the browser bar after several uses?
If the Bing tool bar is there you can go to Control Panel>Programs and Features and look for anything in that list that says Bing. Highlight the program and uninstall this.
