Something keeps updating and using data allowance on this Wdws8 program - I think it might be "Bing' ... and I've deleted it a couple times but it keeps coming back. I'd like to uninstall it comple...

Bing is a lot of things, not just a search engine or a toolbar.
It does have a desktop client which can be removed through the normal Control Panel => Programs & Features.
And on Windows 8 it's almost a virus the way it's permeated throughout the system
