It's been suggested that the change is due to the 101 bird running low on fuel and hence it must be moved/destroyed from it's present position.
Years ago DTV stopped transmitting SD locals to new (maybe existing) local towns. I encountered this in 2014 and made the rig HD transition. SD is drifting into the past. OTA tuners for TVs also appear to drifting into the past. From everything I know it seems that dropping SD transmission was a decision made years ago.
