You can find these features in most home routers you would buy at Bestbuy, but in my experience, home equipment may cost less, but it never scales well for larger groups of people, they are meant to work well for a family sized group. In order to provide stable service, the best route is a business class router. Business class equipment comes with a cost closer to $1000 for their entry level hardware, but it will be stable (even under load), and do what you are asking and offer many ways to control your traffic, for example, you can block all traffic of the type streaming, or all traffic specifically from YouTube, you could set a rate limit of say 256kbps per user, you could give users a daily limit of say 5mpbs, you could build a portal page where they have to use a password to get access (like at a hotel), you could give business traffic priority over customer traffic etc. The three big brands that I would recommend would be Cisco (mentioned previously), Juniper, or Fortinet. The problem with the first too though is you tend to need a fair bit of skill in command line and even having numerous Cisco certifications and having worked on them for a decade and a half, I still beat my head against the wall when trying to figure out how to do some things with Cisco devices. Fortinet would be my top choice as their GUI interface is really easy to use for a business class device.
