Just about any router will have QOS restrictions where you can limit connection speeds to something that would make streaming all but impossible.
If yours won't do it you can always try to install a custom firmware like DD-WRT or Tomato.
There are numerous articles on this that might be adapted to help fix your issues.

Anyway the method you'd likely use is to assign the DHCP IP addresses a bandwidth limit for the entire range offered clients connecting.
