How tech saavy are the park owners?
If super saavy - then it can be done with lower cost.
If they're not technical, then it's going to cost more - see if there's a small computer/network shop nearby. You're going to need someone who can come by and do the initial setup with some additional followup visits.
Network configurations are rarely "one and done".
