Disallowing Streaming on a campground WiFi

yes its quite easy, routers are cheap prolly less then 50 bucks to be honest depending on the wan speed.

a better option would probably be to use opendns to block the streaming sites and a rule on the router to force users to use the dns.
you would also need to block all forms of vpn since this would allow some users to get around if they are smart enough, this coupled with qos limits would prolly stop 95% of users from streaming. nothing is 100%
