Disk cleanup can help sometimes, but most likely you've have stuff running in the background. Especially since you said it mostly occurs when you're online. Add-ons, memory leaks, and other browser problems are usually what cause these kinds of problems. Try running Malwarebytes and CCleaner.

I agree with these posters except they don't mention the most likely background noise, i.e. Windows updating. It is quite common for Windows to run slowly when first powering up and getting on the Internet due to the frequency of Windows 10 updates unless you have blocked Windows updates on the link you are using. Clicking on Windows 10 Settings and then Update & Security will tell you if this is the culprit.
