Short answer is no, you don't need to put the receiver outside UNLESS.
If it's a BIG screen, you may want to feed it HDMI, this means you will either need to put the receiver near the TV or run HDMI cables through your RV to the TV compartment outside.
But you also want a coax feed to the box of many buttons inside.
NOW:... Radio Shack used to sell a "I/R Remote Extender" I have one and some day will install it (or may install it)
There are two types of this device.. one works by converting I/R to radio and then converting it back to I/R (infra Red by the way)
The other converts it to low frequency signals send over the COAX that carries the RF to the TV. (That's what I have)
But wait,, there is more (Good news)
IF you have a Dish DVR with dual receivers and TWO remotes.
Remote 2 is Radio already, forget everything above and feed output two to the outside TV.
