I agree that the phone system can be a pain - especially because it seems like aren't that familiar with the RV "pay as you go plan".a lot of the phone personnel If you go on the DishTV webpage, you can contact them in a "chat window" instead of calling them. I find that the people on the other end understand written English much better than spoken English. I usually do it from my iPhone, and it only takes a few minutes to give them my current address and get them to do the original start up or when on the road to switch the local programing.
