Their other markets are broadcast on either WA or both EA and WA. If the programming is duplicated it's likely in SD and not HD on the secondary satellite.
I had a conversation with somebody at Dish tech support after encountering what you describe near Little Rock. They said that was the transitional plan and that eventually all locals east of a N/S line through central Texas would be EA only. Granted my history of getting accurate info from Dish is spotty at best but this person sounded like she knew what she was talking about.
