Chromebooks, with trimmed down version of Linux OS, boot quickly. Since most of the time they are running only the Chrome web browser (which is pretty slim) or apps on a web page, respond quickly to input.
Your spit and burp is because your PC is. busy running other tasks, other applications you don't know about. Cleaners work mostly at clearing disk space, they don't do much for keeping unused services and unwanted applications from getting started. If found that what slows my computer the most is antivirus and other protection systems, but that's not all of it. Your computer could be busy, keeping your connection busy, looking for updates to system and application software, polling hardware you've attached. Something in the background can be busy scanning disks.
In addition, a lot of websites and web applications interact on a keystroke basis, so the delay can be the Internet connection or activity at the website. Chromebook won't help here. When this is happening, my iOS devices and OS-X computer get just as sluggish, inside the browser, as Windows.
I'm assuming you are talking about behavior when using a web browser (all that a Chromebook does). If sluggish when local applications (e.g. Excel or Word) have focus, then it is because you have more other stuff running than you have resources to handle.
