Do Chromebooks Spit & Gulp on Startup??

My PC hesitates, stops, delays, when I try to type in anything. The words I type don't show up for 5 or 10 seconds later. It does this for maybe 5 -10 minutes; I guess trying to start up all the programs it needs. I have tried all that cleaning stuff and doesn't seem to help. Would a Chromebook start up and go immediately?
