I guess it depends on your laptop settings. Mine is set to "sleep" when the lid goes down, and it does disconnect the wifi. I suspect "hibernate" would do the same. However, our Android tablets do stay connected to wifi when asleep, and it takes a power down (or set to "airplane" mode) to actually shut down the wifi.
In Windows 8 (and probably other versions as well), go to Control Panel, then Power Settings, and there should be a menu option on the left to "choose what closing the lid does" or some such. One of the options on mine is to "shut down".
Personally, I think the park manager is probably wrong, but it's his park and he makes the rules.
