Older laptops (and perhaps some new ones) have a mechanical switch to turn Wifi on or off. My new laptop running Win 8.1 has no physical switch but has a function key to set it to "airplane mode" which shuts off the wifi. So there should be a way for you to completely shut off Wifi when the laptop is running or in sleep mode whether open or closed.
One problem with Win 8 and 8.1 is that there seems to be no way to completely shut off updates as there was in Win 7 and earlier and whenever Microsoft decides to send out updates they get downloaded and installed - and these could use up bandwidth.
