Download speed slow on one laptop

This doesn't explain why the speed is 40 to 50 Mb/s when connected to my cell phone hotspot.
Then, the speed is close to 100 Mb/s when ethernet connected to the router. The other puzzling part is that I have tried a different router with the same modem with same results.
All my other devices (phones, other laptops) connect to the router with expected speeds.
