Not sure how to survive on 15 mbps. Is this a DSL line or actual cable?
We had 1.5 mbps DSL up until the covid thing started, we "survived" fine with it, worked very well.. With DW being forced to work from home accessing here work became a priority and it worked well for that.. But DD had to use Zoom video calls for her school classes and the combination was to much for our old DSL.. Phone company couldn't care less to up grade our speed even though they could, so off to cable Co and 200 mbps we went.
OPs router is DSL from the model number, I believe to achieve 15 mbps they will have a "bonded" DSL (two DSL lines or more).

If they are setup with bonded, it is possible there is an issue with one or more of the DSL connections (to much noise, low signal, poor SN or even missing signal).
If not bonded, there could be line problems causing missing packets, poor signal, low SN.
OP needs to plug directly into the router (hardwire Ethernet) then run their speed test. That eliminates the wireless connection altogether. They can also log into the router and check the signal strength and SN in the diagnostics/status section of the router.
